Where Can I Find Powerful Lasers?

I found a listing on eBay for a green laser pointer (no line) with a 1 mW output range. Would this at least pop a balloon? Does the output matter, or the properties of the laser? If the seller is bluffing, where can I find a powerful laser and/or laser brand that is legal (or at least attainable by some means)? I'd something in a $10 - $50 price range. Any help is strongly appreciated.
