What is up with the WWE signing people and taking forever to debut them?

I am tired of this. Every time the wwe signs somebody they take 3 to 6 months to debut them. i be getting all exicted about someone then WHAM they either never debut or it takes them 6 months to debut. i'm sorry the wwe isnt that good to just sit there stuck to a tv screen waiting for someone to come out. anyone else feel my pain? BTW where Amazing Kong at dammit.
