Free IPads for 11 year old with special needs?

I am so frustrated with the scams and whams of free this and that. Nothing in life is free everything is with a cost even the cost of a go nowhere situation. I have been searching ways to get my daughter 11 an IPAD which I have been told will help her because of her DDD. After all day long there is nothIng there. I am disabled and her dad passed when she was six, what avenues are out there?
