It always takes 2 to 3 days of trying to enter the PAYPAL website. Is this normal?

Everytime I buy anything on Ebay it takes two to three days of trying 25 times a day to get to the login page of PAYPAL. One time I am there wham first try. Works like a charm. Is this normal. I live in mexico so it`s a mexican ip address. That shouldn't matter. Its an american shipping address american credit card that's going to pay them in good ol american dollars. I got a phone number from Paypalsucks.com and called them but could not get a straight answer. So, any ideas. Is it my ip, they really suck that bad, or something else
